FREEDOM OF SPEECH / FREEDOM OF EXPRESSION

Freedom of speech is the freedom to speak without censorship and/or limitation. The synonymous term freedom of expression is sometimes used to indicate not only freedom of verbal speech but any act of seeking, receiving and imparting information or ideas, regardless of the medium used [United Nations, 1966, 1976]. The right to freedom of speech is recognized as a human right under Article 19 of the Universal Declaration of Human Rights and recognized in international human rights law in the International Covenant on Civil and Political Rights (ICCPR). The ICCPR recognizes the right to freedom of speech as "the right to hold opinions without interference. Everyone shall have the right to freedom of expression". Furthermore freedom of speech is recognized in European, inter-American and African regional human rights law [United Nations, 1966, 1967]. Freedom of speech, or the freedom of expression, is recognized in international and regional human rights law. The right is enshrined in Article 19 of the International Covenant on Civil and Political Rights, Article 10 of the European Convention on Human Rights, Article 13 of the American Convention on Human Rights and Article 9 of the African Charter on Human and Peoples' Rights [Andrew Puddephatt & Hodder Arnold, 2005; Kumar, Ambika, 2006].

In Islamic ethics freedom of speech was first declared in the Rashidun period by the caliph Umar in the 7th century. In the Abbasid Caliphate period, freedom of speech was also declared by al-Hashimi (a cousin of Caliph al-Ma'mun) in a letter to one of the religious opponents he was attempting to convert through reason.

According to George Makdisi and Hugh Goddard, "the idea of academic freedom" in universities was "modelled on Islamic custom" as practiced in the medieval Madrasah system from the 9th century. Islamic influence was "certainly discernible in the foundation of the first deliberately-planned university" in Europe [Boisard, Marcel A., 1980].

Wajib berjihad pertahankan Islam

KUALA LUMPUR 10 Ogos - Umat Islam wajib berjihad dengan menerangkan tentang kesucian agama tersebut selain mengembang dan mempertahankannya daripada dicemari dan dijadikan bahan provokasi oleh mana-mana pihak termasuk mereka yang cuba memurtadkan penganut agama itu.

Mufti Perak, Tan Sri Harussani Zakaria berkata, kewajipan itu tidak boleh dipandang remeh kerana umat Islam boleh dianggap kufur sekiranya mereka reda dengan tindakan pihak bukan Islam mencemari agama suci itu. Menurutnya, jihad tersebut merupakan fardu ain ke atas umat Islam dan mati kerana berjuang mempertahankan Islam adalah mati syahid.

Kata beliau lagi, kerajaan juga wajib mempertahankan Islam kerana telah termaktub di dalam Perlembagaan Negara bahawa Islam adalah agama rasmi Persekutuan. "Walaupun agama lain dibenar diamalkan di negara ini namun ia tidak wajib dipertahankan oleh kerajaan.
"Malah, sekiranya berlaku pertikaian antara agama, Islam mesti didahulukan kerana ia telah termaktub di dalam Perlembagaan Negara.

"Justeru, saya menyokong penuh kenyataan Mufti Selangor, Datuk Seri Mohd. Tamyes Abd. Wahid kerana ia merupakan jihad yang perlu dilakukan setiap umat Islam,'' katanya kepada Utusan Malaysia di sini hari ini.

Beliau mengulas kenyataan Mohd. Tamyes yang menyeru umat Islam di negara ini bersatu mempertahankan akidah Islam daripada diganggu gugat oleh musuh agama, sekalipun terpaksa menghadapi apa sahaja rintangan sebagaimana yang disiarkan dalam laporan muka depan Utusan Malaysia hari ini.

Harussani dalam pada itu berkata, pihak gereja Methodist dan sesiapa yang dikaitkan dengan pemeriksaan Jabatan Agama Islam Selangor (JAIS) atas dakwaan cuba menyebarkan agama lain ke atas penganut Islam perlu didakwa di mahkamah sekiranya laporan itu terbukti benar.
Katanya, pihak itu seharusnya menerima apa yang telah termaktub di dalam Perlembagaan yang wujud sejak kemerdekaan lagi.

Sementara itu, Harussani berkata, pemeriksaan JAIS ke atas gereja Methodist di Petaling Jaya itu membuktikan dakwaan beliau sebelum ini yang mendedahkan laporan Persatuan Paderi Malaysia yang mengisytiharkan lebih 230,000 umat Islam memeluk Kristian adalah benar.

"Cubaan pihak ini untuk memurtadkan umat Islam telah lama berlaku namun ia tidak dipedulikan termasuk parti politik yang mendakwa mereka memperjuangkan Islam.

"Dakwaan saya selama ini telah dibuktikan namun hanya segelintir pihak sahaja yang mahu membangkitkan isu ini,'' katanya.

KOTA BARU: A woman is facing a RM1.1 million suit for allegedly calling off her wedding about six hours before it was set to be solemnised in June. Her ex-fiance, Mohd Masran Ab Rahman, 32, a civil servant, claimed in the suit that the last-minute cancellation had caused a lot of distress to him and his family.

He named Norzuliyana Mat Hassan @ Mat Hussin, 28, a medical technician with University Malaya Medical Centre in Petaling Jaya, and her father, Mat Hasan @ Mat Hussin Ibrahim, 60, of Kampung Maka in Tanah Merah, as the first and second defendant.

His lawyers, Latifah Ariffin and Murtadza Mokhtar, filed the suit at the High Court registry here yesterday. Masran, who is also from Tanah Merah, was not present at the court.

In the affidavit, Latifah said the couple got engaged last year and the wedding ceremony was supposed to be held at the bride's family home in Kampung Salor, Pasir Mas, on June 4.
This was to be followed by a reception at Masran's family home in Kampung Banggol Kemunting two days later.

"My client decided to file the suit as the defendant had called off the wedding, which was scheduled after Asar prayers on June 4. "My client had made full preparations, including sending out invitation cards to some 1,200 guests comprising relatives, friends and neighbours not only from Kelantan, but throughout the country."

Murtadza said Masran was claiming RM100,000 in general damages, RM500,000 each for defamation and exemplary damages, and special damages.

University Chancellor Sex Dungeon Exposed !

COME ON... with the sex dungeon exposed, and the man is hopeful to be still running the university?! What kind of a chancellor is this? Talking about morality and ethical behavior.

IF this guy is a CEO in a private firm or company, this may not sound so dramatic, but chancellor or lecturer in a university, where all-rounded good students are supposed to be produced, student that is not only equipped with the highest knowledge and skills possible, but also ingrained with moral, ethical and integrity values!

In Asia (maybe not so in the West), a teacher, lecturer or professor, not only teaches 'knowledge' to his students, but also inculcated 'moral and ethical' values, plus 'integrity' in work the profession.

A chancellor of a university raided last week by federal immigration agents has been revealed as a man so into domination and sadomasochism that he and his girlfriend turned their basement into a suburban sex dungeon. David V. Lee, 64, of the University of Northern Virginia, is said to have advertised online seeking 'attractive submissive women' who 'wish to be part of our poly family'. 'Ideally you will consider
yourself a slave or a sub with slave tendencies,' it added. The ad appeared on collarme.com, which describes itself as the 'largest BDSM Community on the Planet'.

Last Thursday, the for-profit school was raided by immigration authorities seizing computers and documents and leaving a population of approximately 2,000 mostly Indian students in limbo.

A letter was then posted by Lee, who is UNVA's chancellor and chair of its board of trustees, on the university's website telling students to stay calm and that classes were taking place as usual.

It said: 'UNVA would like to remind everyone that rumours have been circulating since last year, but they are juts rumours. 'We at UNVA were very surprised by the events that occurred. There are many details of the investigation that are still unclear.'



Since the raid, The Smoking Gun found the personal ad - complete with photos of his dungeon and Lee performing sadomasochistic acts - on the collarme website [www.collarme.com ].
It said: 'We enjoy almost all kinks, and are expert in most of them. But for us it is more the submission and commitment that matter.

'We provide a safe, sane home with a good balance of love and discipline. We are very serious about finding a permanent addition to our poly family.' They use the screen name 'polyfamilyinva2'. Their profile includes photos of the couple in a variety of poses.

In two, Lee can allegedly be seen holding a flame to the body of a naked female who is wearing a bondage mask. In another he is seen topless flexing his muscles, noting in his profile that they are in 'excellent health and in excellent shape'.

More photos show Lee's blonde girlfriend attached to a metal spider's web, while another shows her straddling another, younger woman who is gagged and appears to be bound by an extension cord. As well as pictures showing their sex dungeon - complete with wooden rack - are photos of the couple at home wearing Santa Claus hats.

Lee did not respond to an e-mail seeking comment about his search for a female slave or the search conducted last Thursday at the university’s Annandale, Virginia, offices by Immigration and Customs Enforcement agents.

He was due to meet with the UNVA students and faculty this morning to talk about last week's raids. According to the Smoking Gun, the ICE probe is examining whether UNVA, which was founded in 1998, has exploited visa loopholes to enrol foreign students.

Investigators are seeking to determine whether some students attended classes or just used enrollment in UNVA as a method of gaining entry to the United States. Lee is scheduled to meet this morning “with all concerned UNVA students and faculty,” according to a notice on the school’s web site.

A high school teacher has been charged with raping a 16-year-old male student and filming it.
Tara Driscoll, 33, was arrested after police found a tape which allegedly showed her performing sex acts on the 16-year-old boy, the Daily Mail reported.

The student at Campus Magnet High School in Cambria Heights, Queens had admitted having sex with the teacher after his mother confronted him. The mother then called police, who were able to seize the alleged video.

Driscoll has been charged with third-degree rape and third-degree criminal sexual act.

In New York, the age of consent is 17.

Driscoll had been a teacher at the school for five years, and was reassigned to non-classroom duties when the allegations first surfaced in May.

Prosecutors have alleged Driscoll had a history of alcohol abuse and had a recent stint in rehab.

Comment:

COME ON... with alcohol related abuse, and other sexual fantasy, why don't the teacher (Tara) find job somewhere else, instead of pretending to be morally and ethically right, working as a teacher in the school. In Asia (maybe not so in the West), a teacher not only teaches 'knowledge' but also inculcated 'moral and ethical' values.

It also happened that Thaksin is a a brother to Yingluck, who now officially BECOMES THE NEW PRIME MINISTER OF THAILAND !

BANGKOK - THAILAND'S parliament elected Yingluck Shinawatra as the country's first female Prime Minister on Friday after the political novice won the support of more than half of the lawmakers in a televised vote, according to Reuters calculations.

The 44-year-old businesswoman, who was unopposed, won the 251 votes required to follow in the footsteps of her brother, Thaksin Shinawatra, a billionaire overthrown in a 2006 coup and now living in self-imposed exile.

The voting continued in the 500-member parliament.

Ms Yingluck, whose political career began only 11 weeks ago, must wait for endorsement by King Bhumibol Adulyadej, which could come as early as Friday evening, before she officially takes up her post.

The former president of property firm SC Asset Corp steered the opposition Puea Thai Party to a landslide election victory on July 3, winning 265 of the seats in parliament. Puea Thai has formed a coalition with five other parties. Together they have 300 of the 500 seats. -- REUTERS

BANGKOK 9 Ogos – Raja Thailand, Raja Bhumibol Adulyadej memperkenan dan mengesahkan Yingluck Shinawatra sebagai Perdana Menteri wanita pertama Thailand, semalam.

Yingluck, 44 dipilih sebagai Perdana Menteri wanita pertama dalam satu undian wakil-wakil rakyat pada Jumaat lalu tetapi perlu mendapat perkenan Raja sebelum menjawat jawatan tersebut.

Campur Tangan Orang Politik di dalam Universiti


KOMEN: Campur tangan orang politik di dalam pentadbiran universiti boleh menyebabkan banyak faktor buruk:

1- Kemasukan pelajar akan berkurangan, pelajar akan khuatir bahawa nasib mereka juga tidak akan ditimbang kelak, maklumlah orang 'besar' universiti pun boleh di turun pangkat atau dibuang universiti, dengan sewenangnya.

2- Ini juga akan menurunkan semangat atau motivasi para pensyarahnya untuk terus berkhidmat dengan 'cemerlang dan gemilang'. Maklumlah semua hasil kajian, kertas kerja, penulisan buku ilmiah, dan jurnal - semuanya tidak akan dilihat - profesor pun boleh dibuang universiti atau diturunkan pangkat dengan sesuka hati, ini pula pensyarah biasa.

Campur Tangan Hancurkan Unisel

KUALA LUMPUR 3 Ogos - Campur tangan politik dalam urusan pentadbiran Universiti Selangor (Unisel) bakal membawa kehancuran kepada universiti itu yang kini berhadapan dengan kemerosotan kemasukan pelajar.

Bekas Naib Canselor pertama Unisel (dahulunya Universiti Industri Selangor), Prof. Datuk Dr. Kamarudin Kachar berkata, sebagai sebuah institusi pengajian tinggi (IPT), Unisel sepatutnya memiliki autonomi sendiri dan bebas daripada unsur-unsur politik kepartian. ''Saya sedih dan kecewa dengan apa yang berlaku terhadap universiti yang saya bangunkan selama ini. Saya bermula dengan kosong tetapi kini Unisel menjadi hancur.

''Naib Canselornya merupakan seorang yang berpendidikan tinggi, berpengalaman dan mempunyai visi yang luas, tetapi kerana berlakunya campur tangan politik, beliau meletak jawatan.

''Seharusnya perkara ini tidak berlaku. Saya sendiri mendapat maklumat bahawa dalam Unisel sudah ada kelompok tertentu. Ada team A dan B. Ini sangat tidak sihat. Walhal mereka ini golongan profesional,'' katanya ketika dihubungi Utusan Malaysia hari ini. Unisel asalnya ditubuhkan oleh kerajaan Barisan Nasional (BN). Beliau mengulas tindakan Naib Canselor Unisel, Datuk Dr. Rosti Saruwono meletak jawatan dengan notis 24 jam dipercayai akibat tekanan politik dalaman dan pentadbiran Kerajaan Parti Keadilan Rakyat (PKR) Selangor.

"Inilah kalau politik sudah masuk dalam universiti. Seharusnya Kerajaan PKR Selangor yang tidak pandai mentadbir tidak mencampuri urusan Unisel. Ini akan memberi kesan buruk kepada universiti. Perlukah semuanya hendak campur tangan?'' soal beliau.

Sementara itu, Timbalan Pengerusi Majlis Profesor Negara (MPN), Prof. Datuk Dr. Shamsul Amri Baharuddin berkata, jika benar Kerajaan PKR Selangor atas kepentingan politik bertindak menekan Rosti sehingga memaksa beliau meletak jawatan, ia merupakan satu tindakan yang tidak profesional. ''Beliau (Rosti) adalah orang yang berpengalaman dan profesional. Kalau berlaku campur tangan politik oleh kerajaan negeri, mereka memang tak profesional.

''Kalau hendak membuang orang tanpa sebab, berkemungkinan ada masalah besar yang bersifat bukan pentadbiran. Saya tak tahu apa yang dimarahi sangat oleh kerajaan negeri,'' katanya.

Arahan tidak ikut Peraturan'

SHAH ALAM 3 Ogos – Bekas Naib Canselor Universiti Selangor (Unisel), Datuk Dr. Rosti Saruwono tidak menolak dakwaan kemungkinan Menteri Besar, Tan Sri Abdul Khalid Ibrahim menggunakan kuasanya untuk mengeluarkan arahan supaya beliau melucutkan jawatan tiga pegawai kanan universiti itu.

Menurutnya, secara teknikal, Abdul Khalid yang juga Pengerusi Jawatankuasa Pengarah universiti mempunyai kuasa untuk mengeluarkan arahan sedemikian kepadanya sebagai Naib Canselor.

Saya menerima arahan untuk menurunkan jawatan ketiga-tiga individu tersebut tetapi saya tidak bersetuju kerana pada saya, ia perlu dibuat mengikut peraturan yang ditetapkan dan bukannya boleh dibuat sesuka hati. “Untuk menyelamatkan keadaan, saya berundur diri supaya pihak yang mempunyai kuasa itu dapat meneruskan hasrat mereka. Mudah-mudahan ia memudahkan kerja mereka dan sebab itulah saya mengambil keputusan untuk meletakkan jawatan,” katanya ketika ditemui pemberita di kediamannya di sini hari ini.

Rosti mengulas peletakan jawatannya semalam yang berkuat kuasa hari ini kerana dipercayai ada kaitan dengan tekanan politik daripada pentadbiran Kerajaan Parti Keadilan Rakyat (PKR) Selangor.

Rosti berkata, beliau tidak setuju untuk menurunkan pangkat ketiga-tiga individu terbabit kerana sepanjang berkhidmat bersamanya, mereka menjalankan tugas dengan baik dan tidak mempunyai sebarang masalah disiplin.

“Kita perlu menilai setiap pekerja daripada apa yang telah dicapai mereka dan saya tidak pernah ada sebarang masalah dengan ketiga-tiga individu ini serta tidak pernah menerima sebarang aduan mengenai mereka daripada pekerja lain, malah mereka sentiasa melaksanakan tugas dengan baik.

“Jika hendak tukar mereka ke jabatan lain sekali pun, ia mestilah bersebab. Jika seseorang itu tidak melaksanakan tugas yang baik atau dia boleh melaksanakan tugas yang lebih baik di tempat lain, itu kita boleh terima, tetapi sekiranya perkara itu berlaku secara mendadak dan tidak ada sebarang alasan kukuh, takut nanti orang salah anggap,” katanya.

Beliau percaya perkara tersebut perlu dibuat dengan adil bagi menjaga maruah pihak yang terbabit.

“Sebagai umat Islam kita kena hormat-menghormati di antara satu sama lain terutama pada bulan puasa ini,” jelasnya.

Rosti mula dilantik sebagai Naib Canselor Unisel pada 2 Mac 2009 bagi menggantikan Prof. Datuk Dr. Mohd. Razali Agus yang mengosongkan jawatan itu pada Julai 2008.

Semasa baru dilantik, beliau berazam untuk tidak menjadi ‘pak turut’ kepada mana-mana pihak bagi memastikan institusi pengajian tinggi swasta itu tidak dijadikan medan berpolitik.

Khalid tidak nafi politik punca Dr. Rosli letak jawatan

SHAH ALAM 3 Ogos - Menteri Besar, Tan Sri Abdul Khalid Ibrahim tidak menolak kemungkinan wujudnya tekanan politik dalaman sehingga menyebabkan Datuk Dr. Rosti Saruwono meletak jawatan Naib Canselor Universiti Selangor (Unisel) berkuat kuasa hari ini.

Katanya, pihaknya sudah menjangka krisis tersebut akan berlaku dan telah bertindak menubuhkan sebuah pasukan petugas khas lebih awal dengan beberapa perbincangan dilakukan bagi mengatasi masalah tersebut.

Pasukan petugas khas tersebut katanya, dianggotai oleh tiga orang Ahli Lembaga Pengarah Unisel iaitu Datuk Dr. Ir. Muhamad Zohadie Bardaie yang merupakan bekas Naib Canselor Universiti Putra Malaysia (UPM); bekas Ketua Pegawai Eksekutif SIRIM, Datuk Dr. Mohamed Ariffin Aton dan bekas Naib Canselor Unisel, Datuk Dr. Adnan Alias.

"Dalam mana-mana organisasi pun adalah politik dalaman dan kerajaan negeri telah menerima peletakan jawatan Rosti, kita tidak ada halangan sebab itu adalah keputusan beliau.

"Saya hendak beritahu pasukan petugas khas itu sudah mula berjalan dalam keadaan krisis yang kita jangka dan ia akan berterusan sehingga kita melantik naib canselor yang baru," katanya selepas mempengerusikan mesyuarat Exco Kerajaan Parti Keadilan Rakyat (PKR) Selangor di sini, hari ini.

Beliau mengulas keputusan Rosti meletak jawatan sebagai Naib Canselor Unisel dengan notis 24 jam berkuat kuasa hari ini dipercayai akibat tekanan politik dalaman dan pentadbiran Kerajaan PKR Selangor.

Rosti yang mengesahkan perkara itu semalam, berkata, keputusan itu dibuat berikutan beliau tidak sanggup melaksanakan tindakan terhadap tiga pegawai Unisel yang diarahkan dilucut jawatan.

Beliau yang berasal dari Klang pernah berkhidmat sebagai Timbalan Presiden Bahagian Pendidikan Petronas dan Rektor pertama Universiti Teknologi Petronas (UTP) dan dilantik sebagai Naib Canselor Unisel pada 2 Mac 2009 bagi menggantikan Prof. Datuk Dr. Mohd. Razali Agus yang mengosongkan jawatan itu pada Julai 2008.

Difahamkan, tindakan Rosti itu sebagai 'membantah' keputusan pelucutan jawatan tiga orang pegawai iaitu Pendaftar, Rokmaa Mat; Dekan Fakulti Perniagaan, Prof. Dr. Khalifah Othman dan Pengarah Pemasaran dan Komunikasi Korporat, Halid Hasbullah yang dicadangkan dalam satu rumusan memorandum yang dikemukakan kepada Jawatankuasa Siasatan Exco Kerajaan Negeri.

Memorandum itu disediakan dan ditandatangani oleh empat pegawai tertinggi lain di Unisel pada 16 Mei lalu terhadap tiga pegawai Unisel berkenaan atas tuduhan tertentu yang dipercayai membabitkan salah tadbir urus universiti itu.

Tuduhan yang disertakan dalam memorandum berkenaan turut melibatkan Rosti yang dicadangkan meletak jawatan dan digantikan dengan serta-merta.

Abdul Khalid berkata, kedudukan tiga pegawai kanan Unisel yang sebelum ini diarah dilucutkan jawatan juga diserahkan kepada pasukan petugas khas tersebut bagi membuat sebarang keputusan.

"Mesyuarat Exco hari ini telah dimaklumkan mengenai pasukan petugas khas itu dan mereka mempunyai kelulusan akademik yang bersesuaian untuk melihat pembangunan universiti.

"Ketiga-tiganya mempunyai pengalaman pentadbiran dari segi mengendalikan organisasi lebih besar daripada Unisel," katanya.

Norway terror suspect attacked Islam, multiculturalism online



Anders Behring Breivik, 32, has been charged for the attacks in Norway in which at least 91 people were killed. [By Reuters].

The Norwegian charged with going on a killing spree in which at least 91 people died is a former member of a populist anti-immigration party who wrote blogs attacking multiculturalism and Islam.

The suspect, detained after 84 people were gunned down at a youth camp and another 7 killed in a bomb attack on Friday, has been identified by Norwegian media as Anders Behring Breivik. Website entries under Breivik's name criticized European policies of trying to accommodate the cultures of different ethnic groups, and claimed a significant minority of young British Moslems back radical Islamic militancy.

"When did multiculturalism cease to be an ideology designed to deconstruct European culture, traditions, identity and nation-states?" said one entry, posted on Feb. 2, 2010 on the right-wing website www.document.no.

"According to two studies (What studies? Sources?), 13 percent of young British Muslims aged between 15 and 25 support al-Qaeda ideology," said another entry dated Feb. 16 last year.

(Note: I wonder why 13 percent British Muslims support al-Qaeda ideology? Is it because of the 'racist' approach of the government, the unfair treatment the Muslim received, or the unbalanced job opportunities? Or ALL these).

Police searched an apartment in an Oslo suburb on Friday, but neighbors said the home belonged to Breivik's mother, whom they described as a nice lady. Deputy Police Chief Roger Andresen would not speculate on the motives for what was believed to be the deadliest attack by a lone gunman anywhere in modern times. But they said the man in custody had described himself on his Facebook page as leaning towards right-wing Christianity.

Breivik had also been a member of the Progress Party, the second largest in parliament, the party's head of cohmmunications Fredrik Farber said. Breivik was a member from 2004 to 2006 and in its youth party from 1997-2006/2007.

The Progress Party wants far tighter restrictions on immigration, whereas the center-left government backs multiculturalism. The party leads some polls of public opinion. Progress leader Siv Jensen stressed he had left the party.

"He is not a member any more," she told Reuters. "It makes me very sad that he was a member at an earlier point. He was never very active and we have a hard time finding anyone who knows much about him."

Farber said: "He was a member and had some participation in the local chapter in Oslo but stopped paying his membership dues and ceased being a member in 2006 or 2007."

Breivik was also a freemason, said a spokesman for the organization. Freemasons meet in secretive fraternal groups in many parts of the world.

NORWAY SUSPECT ADMITS RESPONSIBILITY

The suspect in twin attacks in and near Oslo that killed at least 92 people, Anders Behring Breivik, has admitted responsibility, his lawyer has told Norway's NRK television channel.

Behring Breivik, 32, was detained for allegedly shooting at least 85 people dead at a youth Labour Party meeting on an island and killing seven more in a car bomb explosion which ripped through government buildings in Oslo. "He admitted responsibility," lawyer Geir Lippestad told the television station on Saturday. "He explained that it was cruel but that he had to go through with these acts," Lippestad said, adding that the attacks were "apparently planned over a long period of time".

Meanwhile police say they'll use a mini-submarine to help in the search for more bodies of victims from the shooting massacre on the island. Norway's Red Cross said on Saturday its scuba divers will also help in the search around the island.

"Tonight a mini-submarine will be sent and go through the whole night" looking for bodies around Utoeya island, police spokesman Dag Gjaerum told AFP.

On Friday a gunman posing as a policeman opened fire on the island where hundreds of mostly young people had gathered for a camp run by the ruling Labour Party, police and witnesses said.

NORWAY SHOOTER TRAUMATIZES NATION, UP TO 98 DEAD

SUNDVOLLEN, Norway (Reuters) - Norwegian police searched for more victims and a possible second gunman on Saturday after a suspected right-wing zealot killed up to 98 people in a shooting spree and bomb attack.

Anders Behring Breivik, 32, was arrested after Friday's massacre of young people on a tiny forested holiday island that was hosting the annual summer camp for the youth wing of Norway's ruling Labour party.

Prime Minister Jens Stoltenberg, sharing the shocked mood in this normally safe, quiet country of 4.8 million, said: "A paradise island has been transformed into a hell."

Breivik, a Norwegian, was also charged with the bombing of Oslo's government district that killed seven people hours earlier. If convicted on the terrorism charges, he would face a maximum of 21 years in jail, police said.

Breivik had belonged to an anti-immigration party and wrote blogs attacking multi-culturalism and Islam, but police said he had been unknown to them. A video on the YouTube website promoting a fight against Islam apparently shows pictures of Breivik, wearing a wetsuit and pointing an automatic weapon.

The district attacked in Oslo is the heart of power in Norway. But security is not tight in a country unused to such violence and better known for awarding the Nobel Peace Prize and mediating in conflicts, including the Middle East and Sri Lanka.

Home-grown anti-government militants have struck elsewhere in the past, notably in the United States, where Timothy McVeigh killed 168 people with a truck bomb in Oklahoma City in 1995.

Witnesses said the gunman, wearing a police uniform, went on a prolonged shooting orgy on Utoeya island northwest of Oslo, picking off his prey unchallenged as youngsters scattered in panic or jumped in the lake to swim for the mainland.

A police SWAT team eventually arrived from Oslo, 30 km (19 miles) away, to seize Breivik after nearly 90 minutes of firing, acting police chief Sveinung Sponheim told a news conference.

"We don't know yet" if he acted alone, Sponheim said, adding that Breivik had surrendered immediately and had confessed. He defended the time it took to arrive, saying there were delays with getting a boat.

"THIS IS PURE EVIL"

Sponheim said 85 people were known to have died in the shooting and seven in the Oslo bomb blast. The overall death toll could reach 98 if some missing people proved to have died. Police gave no figure for the number wounded in Norway's worst violence since World War Two.

On Saturday night, the prime minister toured damaged buildings in central Oslo and said that he could not rule out that more bodies might be inside. "There are still people missing ... one cannot rule out anything. This is evil. This is pure evil," he said. A chunk of debris fell off a building as he stood in the street.

Labour Party youth member Erik Kursetgjerde described the panic on Utoeya when the gunman began shooting. "I heard screams. I heard people begging for their lives and I heard shots. He just blew them away. I was certain I was going to die," Kursetgjerde, 18, told Reuters outside a hotel in the nearby town of Sundvollen, where many survivors were taken.

"People ran everywhere. They panicked and climbed into trees. People got trampled."

The killer, dressed as a policeman, "would tell people to come over: 'It's OK, you're safe, we're coming to help you.' And then I saw about 20 people come toward him and he shot them at close range," he said.

Kursetgjerde said he ran and hid between cliffs, then swam into the lake and nearly drowned. "Someone (in a boat) rescued me. They saved my life."

Norwegian NRK television showed blurred pictures taken from a helicopter of a man, apparently in police uniform, standing with his arm outstretched amid numerous victims, some prone on the rocky shore, others floating in the water.

"This lasted for hours," Foreign Minister Jonas Gahr Stoere told a news conference, describing the killings on the island northwest of Oslo where about 600 young people had gathered.

The bloodbath was believed to be the deadliest attack by a lone gunman anywhere in modern times.

Police combed the island and the lake, even using a mini-submarine to search the water, police inspector Bjoerne Erik Sem-Jacobsen told Reuters. "We don't know how many people were on the island, therefore we have to search further."

U.S. President Barack Obama called Stoltenberg on Saturday to offer U.S. condolences over the killings and pledged assistance if needed.

The suspect, tall and blond, owned an organic farming company called Breivik Geofarm, which a supply firm said he had used to buy fertilizer -- possibly to make the Oslo bomb. Forensic experts scoured the facility for evidence on Saturday.

"These are goods that were delivered on May 4," Oddny Estenstad, a spokeswoman at farm supply chain Felleskjoepet Agri, told Reuters. "It was 6 tonnes of fertilizer, which is a small, normal order for a standard agricultural producer."

It was not clear if Breivik, a gun club member according to local media, had more than one weapon or whether he had stocked ammunition on Utoeya, where police found explosives.

Initial speculation after the Oslo blast had focused on Islamist militant groups, but it appears that only Breivik -- and perhaps unidentified associates -- was involved.
