FREEDOM OF SPEECH / FREEDOM OF EXPRESSION

Freedom of speech is the freedom to speak without censorship and/or limitation. The synonymous term freedom of expression is sometimes used to indicate not only freedom of verbal speech but any act of seeking, receiving and imparting information or ideas, regardless of the medium used [United Nations, 1966, 1976]. The right to freedom of speech is recognized as a human right under Article 19 of the Universal Declaration of Human Rights and recognized in international human rights law in the International Covenant on Civil and Political Rights (ICCPR). The ICCPR recognizes the right to freedom of speech as "the right to hold opinions without interference. Everyone shall have the right to freedom of expression". Furthermore freedom of speech is recognized in European, inter-American and African regional human rights law [United Nations, 1966, 1967]. Freedom of speech, or the freedom of expression, is recognized in international and regional human rights law. The right is enshrined in Article 19 of the International Covenant on Civil and Political Rights, Article 10 of the European Convention on Human Rights, Article 13 of the American Convention on Human Rights and Article 9 of the African Charter on Human and Peoples' Rights [Andrew Puddephatt & Hodder Arnold, 2005; Kumar, Ambika, 2006].

In Islamic ethics freedom of speech was first declared in the Rashidun period by the caliph Umar in the 7th century. In the Abbasid Caliphate period, freedom of speech was also declared by al-Hashimi (a cousin of Caliph al-Ma'mun) in a letter to one of the religious opponents he was attempting to convert through reason.

According to George Makdisi and Hugh Goddard, "the idea of academic freedom" in universities was "modelled on Islamic custom" as practiced in the medieval Madrasah system from the 9th century. Islamic influence was "certainly discernible in the foundation of the first deliberately-planned university" in Europe [Boisard, Marcel A., 1980].

PUTRAJAYA, April 5 — Malaysia’s pilgrimage fund Tabung Haji today announced its lowest hibah (dividend) in history at 1.25 percent, amounting to RM913 million for all depositors for the 2018 financial year.
Comparatively, for FY2017, Tabung Haji had paid a total of 6.25 per cent hibah to its depositors who have not performed their pilgrimage and 4.50 per cent to those who have.
In a press conference today, Minister in the Prime Minister’s Department (Islamic Religious Affairs) Datuk Seri Mujahid Yusof Rawa said this was on the back of mismanagement by the previous Barisan Nasional (BN) administration that paid high hibah despite the company’s inability to pay.
“The successful completion of the restructuring plan reflected the government’s determination to rescue Tabung Haji to protect the interest of 9.3 million depositors.

PUTRAJAYA: Lembaga Tabung Haji (TH) mengumumkan agihan hibah sebanyak 1.25 peratus membabitkan pengagihan berjumlah RM913 juta kepada semua pendeposit bagi tahun kewangan 2018.
Menteri di Jabatan Perdana Menteri, Datuk Seri Dr Mujahid Yusof, berkata pelan penstrukturan yang dilaksanakan membuktikan keprihatinan kerajaan bagi menyelamatkan TH demi kepentingan 9.3 juta pendeposit.
"Dalam menzahirkan komitmen ini, kerajaan akan menyediakan peruntukan RM500 juta pada 2020 dan seterusnya sebanyak RM1.73 bilion setahun sehingga semua sukuk ditebus semula.
"Jumlah keseluruhan peruntukan kerajaan selama 10 tahun dianggarkan sebanyak RM17.8 bilion. Ini adalah kesan daripada kelemahan dan salah guna kuasa pentadbiran yang lalu.

"Manipulasi akaun membolehkan hibah diisytihar pada kadar yang tinggi walaupun jurang defisit terus meningkat. Kerajaan terus komited dalam memastikan ketelusan dalam operasi dan kedudukan kewangan TH pada masa depan," katanya ketika Pengumuman Hibah bagi Tahun 2018 di sini, hari ini.

Tabung Haji (TH) mengumumkan hibah tahunan bagi tahun 2018 sebanyak 1.25 peratus membabitkan agihan sebanyak RM913 juta.
Perkara itu diumumkan Menteri di Jabatan Perdana Menteri, Mujahid Yusof pada majlis taklimat prestasi TH di Putrajaya, petang ini.

Pada tahun lalu, TH mengumumkan hibah 4.5 peratus kepada pendeposit, dan tambahan hibah haji 1.75 peratus pendeposit yang belum menunaikan haji bagi tahun 2017.

Tabung Haji’s April Fool’s Joke

The annual inflation rate is “officially” 2-3% locally and globally (although most of us can tell you it is more than just 2-3%). Of course, in some countries the inflation rate can be in the double digits. Therefore any returns on deposits less than 4% is pointless. A reasonable return would be in the region of 5-6% and 8-9% would be more desirable. If not, better just keep your money under the mattress.
Lembaga Tabung Haji’s dividend pay out of less than 2% is a joke. Even 3% would be laughable. Is Tabung Haji serious about giving depositors a reasonable return on their money? I suppose now the Pakatan Harapan government is going to blame the previous government for this. And I suppose we shall be hearing this same excuse right up to the next general election.
During the nine years that Najib Tun Razak was Prime Minister, Tabung Haji paid between 5-8.25% dividends. How was this possible? And why are we now looking at slightly over 1%? Pakatan Harapan cannot brush this off by blaming the previous government any longer.
